The 'Implementation Opinions' issued by the Ministry of Natural Resources today reveal that by the end of 2018, China will have established a preliminary land and resources data sharing platform and open platform, achieving a certain level of data sharing and openness. The document proposes that by 2020, the land and resources data resource system will be significantly enriched and improved. Comprehensive sharing and openness of land and resources data will be realized, and the application of big data in resource supervision and public services will be extensively applied, leading to the initial formation of new formats in the land and resources big data industry.
The document points out the construction of a unified land and resources data resource system. Various types of land and resources data will be organized to form a data resource catalog. At the same time, a new mechanism for sharing and opening up land and resources data will be established, creating a new situation where land and resources data is fully shared within the system and between government departments and is systematically opened to the public.
The Ministry of Natural Resources stated that it will encourage various social forces to develop land and resources information products and provide services, injecting new vitality into mass entrepreneurship and innovation. However, the 'Opinions' also express that the current application and development of land and resources big data is still in its early stage. The completeness and timeliness of land and resources data need to be improved, and data sharing, openness, and services are clearly insufficient. The decision-making support capability based on data is not yet strong.
